Amsterdam and Echt-Susteren: what a policy date does and does not tell you

Coffeeshopbeleid editorial team · Het Strategiebureau · published 27 September 2026 · responsible party and method

Short answer

Two municipal regulations with a September date show why source checking is necessary. In Amsterdam, it concerns applicable rules on closures and reopenings. In Echt-Susteren, a text published in September 2026 that was adopted in 2007. A recent date online therefore does not automatically mean new policy.

Amsterdam

The Beleidsregels sluitingen en heropeningen Amsterdam (Amsterdam policy rules on closures and reopenings) are listed in the national regulations database as applicable from 3 September 2026. Section 2.5.3 concerns coffeeshops: in the event of a breach of the tolerance criteria (AHOJG), the mayor in principle follows the existing enforcement step-by-step plan for coffeeshops. In the event of danger to public order or safety, this may be departed from and a coffeeshop may be closed immediately. This concerns enforcement; the regulation says nothing about new coffeeshop licences or establishment opportunities.

Echt-Susteren

On 1 September 2026 at 09:00, the Municipal Gazette (Gemeenteblad) carried the publication Nulbeleid voor coffeeshops (Zero policy for coffeeshops). However, the signature states that the text was adopted on 18 October 2007. In the regulations database, the regulation (CVDR765975) is registered as applicable from 2 September 2026. It is therefore a recent publication of a 2007 decision, not a new decision from September 2026.

What you can and cannot conclude

You can: Amsterdam has an applicable framework for closing coffeeshops, with the step-by-step plan as the starting point. Echt-Susteren has a zero policy that can now be officially consulted. You cannot: that Echt-Susteren changed course in 2026, or that Amsterdam allows more or fewer coffeeshops. Anyone reading about scarce licences will find context in the trade association's knowledge file: BCD sector commentary (in Dutch). The file contains the legal framework and positions of the BCD. Simone van Breda is also chair of this trade association.
